I have a suggestion: instead of laying off cops, hire more of them and put them on the beat in pairs (two are better than one as witnesses) with the specific duty of catching those who trash our streets... Enforce the laws that are already on the books. If the result is that for each piece of trash thrown from car windows, or dropped at the feet of unconscious pedestrians - becomes a source of real revenue for the city at $100 to $300 a pop - then the gap is gone, and we get to live in a clean city.
